Louise Ellman MP /
Chairman of the Transport Select Committee
Louise has been a long standing member of the influential Transport Select Committee and in May 2008, Louise was elected as its Chair - a position that was held previously by the veteran parliamentarian Gwyneth Dunwoody MP. She is a board member of the Liverpool Comedy Trust and LIPA – the Liverpool Institute for Performing Arts.
She is Chair of Labour’s Regeneration Group; Joint Secretary of the All Party Parliamentary Group Against Trafficking;
Vice Chair of All Party Parliamentary Liverpool Capital of Culture Group; Vice Chair of Labour Friends of Israel; British
Israel Parliamentary Group; Joint Chair Parliamentary Advisory Council on Transport Safety (PACTS).

Detective Chief Inspector Head of the National Counter Terrorism Security Office (NaCTSO)
Detective Chief Inspector Chris Phillips is the Head of the National Counter Terrorism Security office. This is a team of officers responsible for protecting the United Kingdoms hazardous sites and dangerous substances.
The unit aims to make the terrorist acquisition of weapons more difficult. The team have the lead role in the Counter terrorism protection of crowded places and soft targets including Stadiums, Shopping centres, Visitor attractions and Licensed premises., They work alongside the Centre for the Protection of the National Infrastructure.
He has responsibility for training, tasking and co-ordinating over 230 Counter Terrorism Security Advisors across the UK.
DCI Phillips devised, developed and delivered the strategy and tactics for the protection of Crowded places. He also worked closely with the Home Office and Lord West to review and then develop new and innovative ways of delivering advice to the various business sectors.
He is a regular speaker to Governments, Business and Police both in the UK and across the world on Counter Terrorism Protective Security and in particular the protection of Crowded places.
He has extensive policing experience in both Public order and community based policing. This included event commander for major sporting events and concerts at Twickenham Stadium. During his service he has experience of commanding events such as Wimbledon tennis and the Epsom Derby. As a public order commander he led teams at many hundreds of public order and security events across London.
He is a very experienced Police Security Co-ordinator (SECCO). In this role he co-ordinated the Counter Terrorist security for visits to the UK from foreign governments and dignitaries. Within this role he also had responsibility for the policing at Lords cricket ground, The Oval, Wembley stadium and large concerts such as The Proms and music concerts. |

Andrew Bale /
Chief Operating Officer, BT SmartNumbers
As Chief Operations Officer, Andrew Bale is responsible for the day to day operation of the BT SmartNumbers business and the delivery of cloud based voice services to many of the UKs prominent business and Government departments. Key projects include the design and delivery of advanced voice services for the Defence Fixed Telecommunications Service (DFTS) used by the MOD and by MOD partners.
Andrew has worked in the telecommunications industry since 1985 and has an impressive record of bringing innovative telephony services to market. Prior to his current role he held the position of Vice President of Global Managed Services (EMEA) for Avaya .
Andrew holds an MA in Natural Sciences from University of Cambridge and an MSC in Computer Sciences from University of London. |

Rick Cudworth /
Head of Resilience and Testing services at Deloitte
Rick Cudworth is Head of Resilience and Testing services at Deloitte, which has 50 professionals specialising in this field.
He was the winner of the CIR Industry Personality of the Year at the Business Continuity Awards in May 2009 and was a co-opted member of the development committee for BS25999-1. He started his career in technology infrastructure consulting and has 20 years experience of consulting in Business & Technology Resilience.
Through his career he has led many high profile projects. These range from a technology resilience improvement programme for a global oil company to acting Group Head of Business Continuity for an international bank, where he was responsible for the leadership of a programme to improve governance, effectiveness and efficiency of business continuity across the organisation. He has also led some of the world’s largest multi-party crisis simulations.
Since joining Deloitte in 2007 he has built an industry leading Resilience and Testing consultancy practice.

Emma Shaw /
Managing Director, Esoteric Ltd
Emma is the Managing Director of Esoteric Ltd a well established Electronic Sweeping, Counter-Espionage and Intelligence gathering company based in Woking, Surrey. The company is accredited by the National Security Inspectorate and provides a solution based approach to countering espionage activity and electronic countermeasures to both commercial and non commercial organisations internationally.
An MBA graduate, Emma’s early career was spent with the Royal Military Police, followed by a career in the Security Service (MI5). She has been in her current role for the past 11 years since founding Esoteric Ltd. Emma is also a Director of the Security Institute; a Board member of the Defence Industry Security Association (DISA) and Assistant Regional Vice President to ASIS Europe.

Stuart Sterling /
Assistant Director - Corporate Resilience, Civil Contingencies Secretariat, Cabinet Office
Stuart is one of the Assistant Directors within the Civil Contingencies Secretariat in the UK Cabinet Office, which provides central support to the British Prime Minister; Cabinet Ministers, and coordination of the government’s response to emergencies.
Stuart heads up the Corporate Resilience area within the department and has responsibility for the National Risk Register guidance to organisations and business continuity guidance that accompanies the Civil Contingencies Act.
Stuart is chair of the government estate Business Continuity forum which aims to promote best practice within the business continuity discipline. Stuart has spent most of his career in the public sector; with a short but successful period within the commercial environment, running a business and steering it through the exit process. |

Curtis Baron /
Global Head of Business Continuity Management, RBS Global Banking & Markets
Curtis is Global Head of Business Continuity Management at RBS Global Banking & Markets. He is also a director and former co-chair of the Securities Industry Business Continuity Management Group, a forum established in 2001 to focus on BCM in the financial services sector.
Since 2006 Curtis has been a member of the UK Market Wide Exercise Steering Committee, working closely with the Bank of England, HM Treasury and FSA to strengthen the financial sector's preparedness against disruptive events.
Curtis is also a member of the London Resilience Team Business Sub-Committee, the UK Cabinet Office Business Advisory Group and the World Economic Forum Global Risk Network.
Curtis has over 15 years experience in the financial services sector. |

Andy Oppenheimer is an independent UK analyst in CBRNE (chemical, biological, radiological, nuclear weapons and explosives) and counter terrorism.
The former editor of Jane's Nuclear, Biological and Chemical Defence and NBC International, he writes extensively for specialist defence journals, provides project reports and advice as a Subject Matter Expert for consultancies such as DIEMconsulting, R & F Defence Consultancy and Oxford Analytica, and gives presentations at conferences and seminars worldwide on all aspects of CBRNE.
He is a member of the International Association of Bomb Technicians and Investigators (IABTI) and has over 20 years' experience in scientific publishing. His book, IRA: The Bombs and the Bullets - A History of Deadly Ingenuity (Irish Academic Press 2008), is acknowledged as the seminal work on the military campaign of the Irish Republican movement. |

Richard’s background spans the IT sector, journalism and government public relations, where Richard worked advising high-profile UK and overseas government leaders including Britain's last two prime ministers, MPs and Olympic borough local authority leaders. Richard has published books on the defence trade and global terrorism. |
